Our Story

Shaping Futures, Changing Lives

Launched in October 2007, The Global University for Lifelong Learning (GULL) provides access to lifelong learning for people in communities and for workplace organizations around the world.
GULL is a non-profit network movement that enables its affiliated organizations to recognize the individual and collective efforts of those who are causing change and progressive transformation in communities and in the workplace.

Our vision at Gull University is to lead the way in accessible education and make sure that learning has no boundaries. We believe in empowering people regardless of their background by offering equal educational opportunities and building an inclusive and accessible culture.

Our mission is to encourage educational innovation by continuously expanding boundaries and implementing modern technologies to improve the student learning experience. At Gull University, we want to build a community of lifelong learners who acknowledge learning and continuous personal development. At the heart of our endeavours is a desire to foster a positive student community in which ideas are freely exchanged, teamwork thrives, and each student can contribute to the collective effort to improve their understanding and knowledge.

Edward Mooney 主席

Chairman, Global University for Lifelong Learning

Edward Mooney is Chairman, Global University for Lifelong Learning.

Edward has more than 30 years experience in corporate development for publicly and privately-held enterprises, including corporate finance, mergers and acquisitions, strategic planning, business development, investor relations, corporate communications and corporate governance. He has also served as an officer, director, and advisor for a number of companies in a wide range of industries including education, telecommunications, clean energy, agriculture, and financial services. Edward is currently a Director and the Chief Administrative Officer of an international telecommunications company developing advanced networks in Mexico and other Caribbean markets. He also serves as an advisor to companies engaged in technology, agriculture, and healthcare. Previously he was a co-founder and president of a U.S. publicly-traded education and training company. He holds a Masters Degree in Education with a focus on educational technology and a Bachelors Degree in Geography from the California State University system. In 2007, he co-founded the Global University for Lifelong Learning with Richard Teare, GULL’s President.

President, Global University for Lifelong Learning

Dr Richard Teare is President, Global University for Lifelong Learning.

Richard has been committed to work and community-based learning since the mid-1990s and he has helped to create learning and development applications for numerous organizations in different parts of the world. In 2007, he co-founded the Global University for Lifelong Learning with Edward Mooney, GULL’s Chairman. Prior to his current role, he held professorships at four UK universities and he has been a journal editor for more than 30 years. His academic publications include 23 authored, co-authored and edited books on aspects of community development, service management and organizational learning. He is the author of Lifelong Action Learning: A Journey of Discovery and Celebration at Work and in the Community (Amazon, 2018) co-author of Lifelong Action Learning for Community Development (Sense, 2013) and Designing Inclusive Pathways with Young Adults (Sense, 2015) the first and second in a Brill | Sense Publishers series of books about GULL’s work with communities.

Deputy President and Regional President, Asia, Global University for Lifelong Learning

Dr Tang Thien Ming (Vincent) is Deputy President, Global University for Lifelong Learning and Regional President, Asia. Vincent is based in Kuala Lumpur, Malaysia.

Vincent has worked in education, public service, media and communications and business management. He has served as both a primary and high school teacher, a reporter and special features writer for the China Press and as Assistant Director, Curriculum Development Centre, Ministry of Education, Malaysia. He has also worked in state and national government roles, notably as Private Secretary to the Deputy Minister of Youth & Sports and to the Deputy Minister of Higher Education, Government of Malaysia. In 2007, he became Managing Director, Maha Pacific Ltd. Vincent is also a quality inspector, external verifier and assessor for the City & Guilds Institute (UK) , international external verifier for the Institute of Leadership & Management (UK) and a Master Trainer (coaching) for the Ministry of Human Resources, Government of Malaysia and he is also a fluent linguist (English, Bahasa Malaysian, Mandarin (Cantonese, Hakka dialects)). He is currently Chief Executive, C & G Consultancy, and Chairman, K Youth Development Centre, Malaysia.
